BIAC Calls on OECD to Launch Anti-Counterfeiting
Initiative
Building upon last Januarys Ministerial Paper

Century An affirmative case for intellectual property right
where BIAC recommended that the OECD undertake an enhanced and
comprehensive work program related to intellectual property, and after
months of work within several BIAC Committees and Task Forces, BIAC
formally submitted a new proposal to the OECD to launch an
anti-counterfeiting/anti-piracy initiative (Click

proposal).
Expanding on the OECDs 1998 report regarding the
economic impact of counterfeiting, we encourage OECD to:

Undertake a
comprehensive study to analyse the scope and harmful effects of
global counterfeiting and piracy problems across an increasingly
broad range of sectors.

Raise the profile of
IPR enforcement in on-going OECD activities

Continue its
successful outreach work with non-members in this area
BIAC believes that the structure, capacity and
economic focus of the OECD makes it uniquely positioned to add value
to existing national and international instruments and initiatives on
IPR enforcement related to counterfeiting and piracy.
OECD can add value to existing efforts by drawing
on its core strengths in economic research and analysis, convening
both public and private sector key experts, and through its training
and outreach work with non-member countries, such as China or Russia.
The study should develop methodologies for
analyzing the effects of counterfeiting and piracy as well as the
effectiveness of existing practices for combating them.
BIACs proposal will be on the agenda for our
upcoming consultation with OECD Ambassadors on November 30.
